I. The Ministry of Agriculture has been allocated a little above GHC 2.9 billion, which constitutes less than 1% (0.99%) of the total appropriation of GHC 291 billion. This is the lowest allocation to the Ministry in recent years. This is not enough to engender transformation as touted in the NDC manifesto. Instead , The Finance Minister highlighted an allocation of GHC 1.5 billion for the Agriculture for Economic Transformation Agenda (AETA), under which the following programmes will be implemented:
- Feed Ghana Programme
- Ghana Grains Development Project
- Vegetable Development Project
- Nkoko Nketenkete Programme

II. Donor Grants for Agriculture in 2024:
a) In 2024, the NPP government received grants of $20 million from AFDB for the implementation of the Savannah Investment Programme (SIP), aimed at developing agriculture in selected districts in Northern Ghana.
b) Again, in 2024, the NPP government received a grant of $9.3 million from Korea EXIM for the implementation of the Youth Economic Empowerment through Digitalisation for Resilience in Food and Nutrition Security and Improved Livelihoods initiative.
In the same 2024, the NPP government received a grant of $2.1 million from KFW Germany for the implementation of Phase 3 of the Outgrower and Value Chain Programme (page 242 of the 2025 budget).
These are resources designated for specific donor-funded programs and cannot be shared among agencies under the Ministry of Agriculture as suggested in page 152 of the budget.
