Former Finance Minister Dr. Mohammed Amin Adam has dismissed the National Democratic Congress (NDC) government’s decision to uncap the Ghana Education Trust Fund (GETFund), labeling it as merely a change in funding route rather than an innovative policy move.

Speaking on JoyNews’ PM Express on Monday, March 17, Dr. Amin Adam questioned the novelty of the initiative, noting that the previous New Patriotic Party (NPP) administration had already established a funding mechanism for the Free Senior High School (SHS) program.

“When you uncap GETFund to fund Free Senior High School, what is novel about that?” he queried. “We were funding Free Senior High School with the goods and services component of the Annual Budget Funding Amount (ABFA). That’s what we were using to fund it.”

Dr. Amin Adam argued that the current government’s approach does not introduce any fundamental changes but merely alters the funding pathway. He emphasized that such a shift does not constitute a significant policy breakthrough.

His comments came in response to Finance Minister Dr. Cassiel Ato Forson’s announcement that the government is uncapping GETFund to ensure sustainable funding for the Free SHS program.
