Kwabena Adu-Boahene, who previously held the position of Director-General at the National Signals Bureau (NSB), is at the center of allegations involving the misappropriation of state funds. Reports suggest that he funneled over $2 million into real estate ventures in Accra and possibly secured properties outside the country.

At a press briefing on Monday, March 24, the Attorney-General and Minister of Justice disclosed that Adu-Boahene’s arrest is tied to financial misconduct related to a $7 million contract for a cyber defense system.

This project, aimed at strengthening Ghana’s digital security infrastructure by countering cyber threats, data breaches, and espionage, was signed on January 30, 2020. Adu-Boahene, acting on behalf of both the government and the National Security Ministry, formalized the agreement with the Israeli firm RLC Holdings Limited. However, investigations indicate that a significant portion of the allocated funds was diverted for personal use.

According to Deputy Attorney-General Dr. Dominic Ayine, Adu-Boahene allegedly set up a private firm that mirrored NSB operations, which he managed alongside his wife. Funds from the National Signals Bureau were redirected to this entity, amounting to GHC49 million—equivalent to $7 million at the prevailing exchange rate.

Further investigations revealed that $2,217,815 of these funds were used to acquire properties in Accra, other parts of Ghana, and overseas. Adu-Boahene, who served as Deputy Director-General before assuming the top role from 2017 to 2025, was arrested on Thursday, March 20, at Kotoka International Airport upon his return from abroad. The National Investigations Bureau (NIB) has since held him in detention.

Additionally, the Attorney-General highlighted the role of the now-defunct anti-corruption agency, Operation Recover All Loots (ORAL), established under the NDC government to retrieve state assets unlawfully acquired by individuals.
