The Tema-Aflao Highway is set to meet its completion deadline following a new debt restructuring agreement between Ghana and the United Kingdom. The 17-kilometre stretch between the Kpone Barrier and the Central University campus at Miotso had faced delays but now receives renewed financial backing.

The agreement was signed in Accra by Ghana’s Minister of Finance, Dr. Cassiel Ato Forson, and the UK’s Trade Commissioner to Africa, John Humphrey. Supported by UK Export Finance, the deal unlocks funds for five major infrastructure projects, including the Tema-Aflao road.

“We’re restructuring debt exceeding $256 million to revive five key projects — the Bolgatanga Road, Obetsebi Lamptey Interchange Phase 2, Kejetia Market Phase 2, the Tema Aflao Road, and the Komfo Anokye Teaching Hospital Maternity Project,” Dr. Forson said. “We expect work on these projects to resume immediately.”

Dr. Forson noted that the agreement eases financial pressure on the government and provides fiscal space for new initiatives in the 2025 National Budget. He added that the UK’s participation “sends a strong signal for other partners to finalize their agreements soon.”

Contractors BHM International had earlier appealed for the reinstatement of a $100 million loan facility to avoid further delays. With the loan now reinstated and expected to be released this year, construction on the 17km Tema-Aflao Highway expansion is no longer in danger.

The project is expected to be completed within 18 months after the funds are released, improving road connectivity between Tema and Aflao while boosting economic activity in the region.
